She is, but her questioning was pretty balanced. Unlike Warner, she gave actually gave Tulsi the opportunity to answer her questions and didn't try to frame them so narrowly to create "gotchas". She even handed Tulsi a nice opportunity to refute one of those "puppet" charges.

Her odds of getting confirmed bounced up on Kalshi (betting site) to about 70% but have now dropped back down to 55%, presumably some fallout from refusing to call Snowden a traitor during Todd Young's line of questioning. Todd Young looked like he had a stick up his *** the whole time he was questioning Tulsi, afraid he may be a "NO" vote.
