Yes. Most of the "Deep State" is Executive Branch and their ultimate boss would be the President.

You have to have a President organized enough with the will to come in on Day One to exercise his authority to wipe out the "Deep State". It can be done. One could turn Virginia red in a year they'd never know what hit them.

When they impede the agenda, fire them for cause. Get rid of the heads of all the agencies, the Cabinet and Joint Chiefs, US Attorneys and as many deputies as you can on Day One.

Have your list of nominees ready for the Senate and have as many interims on place as possible. MOVE. As you get your people in place get them to cleaning their departments out. State, Pentagon, DOJ all the way to the IRS and the Postal Service, get rid of as many as you can.
