The "net benefit to the US" will be in the form of job creation and domestic manufacturing at the expense of the consumer. If it were cheaper to manufacture here, companies would already be doing it. For the tariffs to have their intended effect of bringing manufacturing back, it has to be more lucrative to produce here than overseas, which means the price you pay at the store will go up.

Picture this: the town you live in has a bakery but they charge $8 for a loaf of homemade bread. The next town over has a bakery that charges $5. The mayor of your town doesn't like that everyone goes to get the cheaper bread, so he implements an "out-of-town tax." Now you have to pay $10 to get the out-of-town bread, or $8 to get local bread. Now instead of $5 bread you're paying $8 for local bread or $10 for foreign bread. Is that winning?

The tariff prices not being passed on to the consumer gives American businesses an opening to seize market share. Exactly what Trump said would happen.
