While I don't necessarily agree with spending so much money on a military parade, Trump doesn't make decisions without an end goal.
If I'd venture to guess his end goal here, it was to both get the country together and increase patriotism, boost troop morale, and let the Dems shoot themselves in the foot for midterms when they inevitably denounce this.
But with the cost increasing 10 fold, Trump probably realized the cost was going to be a legit issue and smartly decided to scrap it... at least until they can figure out a way to get costs down.
