But would spikes be much more likely if you opened everything up completely thus requiring a much more stringent lockdown?

By requiring the virus to be on a downward trend for 14 days they have absolutely shifted the goalposts if the original goal was not to overwhelm the HC system.

With the possibility of spikes between phases and that transitioning between phases requires successive passing of gating criteria 2 or 3 times, the economy CAN'T take off like a rocket because business owners are going to be in data-shock watching the trends day by day to see if they have to shut down again. So they won't be inclined to hire and spend to grow "just in case". That is most certainly NOT a recipe for exponential economic recovery.

I would think Louisiana will go to phase 1 around May 1st assuming we see a downward trend the rest of April. No?

Exactly. You'll have millions of livelihoods hanging on a bunch of government created numbers they have no control over. And it could go on for months and months.

By "treat all patients without crisis care", do you think they want everyone off a vent? The use of the word "all" there is strange.

If you have that one poor soul, 95 years old, obese, stage 4 cancer hanging on by a thread for 3 weeks some Open Now folks are going to go in there and smother the guy with a pillow.

It's a given that you're going to have spikes when those who have been hiding in their basements emerge - so there goes passing a gate and back to the basement.

Get everyone out and deal with herd immunity which has to happen eventually anyway.
