Trump will build pressure on the Dems with this speech.
He will give them one chance to give him what he wants.
If they don't quickly respond he will then declare the emergency and build the wall.

It's too late for the criminals, and drug runners the Democrats have let in but he has a little time to protect us from the hordes gathering now and those to come in the future.

Crossings at the southern border are down dramatically compared to even 20 years ago. There are no hordes, there is no emergency.
