Absolutely!!! There is fraud in all aspects of elections and it is happening on both sides.
The SAVE Act does not even address one of the biggest problems which is electronic voting equipment that can be manipulated or hacked. Our Congress would be very different (and more America first) if we had fair and accurate elections.
