She’s had no issues with the CIA monitoring the cartels every move with drones over the past 18 months. A good way to be a living politician in Mexico is to not vocally support eliminating the cartel. Her saying no could be a no means no or could be a wink and nod. Either way it doesn’t matter. Cartels are no longer drug smugglers in the eyes of the US. They are an FTO and green lit for lethal force. My guess is they keep it clean and direct. Minimize the collateral damage. Send in some Reapers and a few hombres like in Sicario

The vast majority of fentanyl is coming from China. The dealers and low level producers are the ones cutting their drugs with fentanyl.

Major cartels have no interest in killing Americans with fentanyl, it's bad for business.
