Most inner city violence and shootings are related to black market drug trade. They use violence because when the dope man fricks you over, you can't sue him in court for breach of contract. Violence is the only means of redress when engaged in nominal illegal activity. In the same vein, violence dropped tremendously after the end of alcohol prohibition.
This is not the only solution to the problem, as I believe there are also cultural and economic factors involved, but it's a hell of a start.

The criminal law system has always, and as I stated earlier is one of only two areas that are largely untouched (outside of interpretations of 4,5,&6 A's) by federal law. It is left to the States and it is up to Illinois to figure out what to do. Not the feds.
I just find it moronic that people are so quick to loose sight of everything they claim to stand for because it's someone they support calling the shots, regardless of if those decisions violate foundational principles of what they claim to believe in. No different than left wing liberal mindset.

I'm not even entirely sure if he could do this even if he wanted. Murder is not a federal crime unless it involves two different state jurisdictions or gets the "hate crime" designation. They have no basis nor jurisdiction to go in and enforce state law unless Chicago allowed it. It would clearly violate the 10A.

No he can federalize the Illinois national guard and order them to start patrolling the streets. Kennedy did that in Alabama when Wallis refused to comply with federal law.

What federal law is he going to enforce? Murder is a state crime, not a federal one unless it involves multiple state jurisdictions, is a hate crime, or committed in conjunction with some other federal offense. Feds don't prosecute your general murders because there's no federal law against it. It's left to the states
