Didn't the article say that John Bolton was told this directly by Trump? That wouldn't be simply his opinion at that point.

And it still doesn't matter. There is more than enough knowledge in the public realm alone to show probable cause for an investigation into the Biden's activities in Ukraine. It's clear justification to ask them to investigate it, and the anti-corruption treaty gives him clearance to threaten withholding the aid if they didn't.
