You have to fold them to fit in the envelope where the signature page is, you dingus. That means that those ballots were never mailed and have no signatures to tie them to the voter. That’s like a drivers license with no photo, address, or number on it! You wouldn’t accept as payment a check with no signature, no routing number, and no bank account number on it, would you?
