That is on purpose. The NFL is letting them kneel but they don't want to broadcast it too much because of the backlash. They are trying to appease both sides.

As a falcons fan that game was awful last night. Both teams looked like shite and the refs were fricking brutal

Pro football fans have been clamoring for this day since Feb. The defending champs vs the runner-up from the year before. They love the game, and cant get enough of it. After all there are only 16 games over a 5 day stretch
But 25% less watched because they are already bored, or they'll catch a game tonight, or they taped it and gonna watch it after work on Tues., or just didn't want to miss an episode of Suits.
