Both are under the Department of Homeland Security. Money is moved between agencies pretty regularly especially at the end of the fiscal year.

I know for a fact, portions of their budget go towards remapping flood zones. That can be privatized. Just an example.
Uh buddy, in essence flood mapping is privatized... It is primarily done by private firms. I have done a ton of it.
And the Biggert-Waters act allowed for privatization of flood insurance.
In the same way that private car insurance has state agencies that regulate it, FEMA acts as a standards agency for floodplain determination.
FEMA is also primarily funded through flood insurance premiums anyways. I totally disagree that it is a waste of taxpayer money. FEMA operates on a ridiculous shoe string budget relative to agencies like the DoD, FBI, US Army Corps.
And the reason some of those people are probably not the most qualified... They get paid peanuts compared to their peers in civil engineering.
