ETA: don't mean to make light of any of this. The guy was out of control and could've killed a lot of innocent people in the trooper's car.

I'm a bit confused. Did he beat the cop senseless and then steal his car? Or did he steal a car, crash it and then got shot by the cop?

I think he had crashed his car. Trooper rolls up on him and he attacks the Trooper and steals his cruiser. Then is pit maneuvered by another Trooper and shot. As far as I can tell.
