When the sanctions are lifted, they can start accessing the money. It's point 11 on the MOU.
This is similar to the $1.7B that Obama unfroze and sent to them.

THAT is something different (that you will notice multiple posters conflating in this thread). That's potential investment from other states that would be permitted now b/c the sanctions are lifted. Different pool of money from difference sources.
