They have every right to demonstrate their selfish desire to take from their fellow citizen what they will not provide for themselves. The government owned company has an obligation to provide service to its customers who actually pay for the service. It would be criminal of them to be unable to provide service to the paying customers because they chose to provide service to nonpaying customers instead.

Detroit infrastructure was built to support a population high of almost 2mm but it is down to under 1 mm. When your fixed costs were programmed to 2 mm but now you only have 1mm paying for it, you sort of kind of have to assume the service is not going to be as good. Again, 50 years of you Democrats being in charge gets this for you (that and putting all your eggs in one basket - car industry). But, again your 50 years of unions ruining that for you gets you where you are. Pretty predictable.

To have it it directly piped into your home or business from the aquaduct required a license and to pay a licensing fee. The same was true for water to irrigate your farm from an aquaduct. Aquaducts were public projects financed by tax dollars.

Those who didn't have water piped into their homes (i.e. everyone who wasn't rich), used public restrooms and got their water from public fountains, which were free for consumption, and their taxes payed for the upkeep of this system.
