But doesn't Detroit have the single largest supply of fresh water and largest water pipeline in the world?

I'll help you out with the first one. Detroit has a population of about 700,000 close to that of Boston. The DWSD employs over 1,700 people with an average compensation over $80,000 annually. Boston employs about 500.
Now why the water utility ever stopped shutting off water for non-payment altogether is a mystery. Its almost a safety issue.

Meh, that's definitely a part of it. The other part is abuse by government unions, overcompensation, and overemployment.

It's not a mystery. When I moved, I forgot to change my account # in my online bill pay. Long story short, water was cut off 2 months later.
Worked it out with them cause they did get paid but the moral of the story is, don't pay your bills cause yo nails is did... No more service.

OK. I really have little sympathy with those not paying their water bills.
That said. Let me play a bit of Devil's advocate. Could it not be argued that of all the stupid assed shite governments spend money on that they have no business spending money on, isn't it possible to call water a "basic service" similar to police, fire etc?
I could almost get on board if someone argued govt should provide water service if they would then accept my pretty restrictive view of where govt should NOT be participating?
For example. It appears the state is contributing something in excess of $300M to keep Detroit Arts funding afloat.

200 a month for water seems a little high. I think she's being screwed over. But she should have done more to try to get her bill looked at. I think someone screwed up with the meter in her apartment and she was paying the water bill for other people.

I don't doubt that these run down homes have leaky pipes, running toilets and the like.
That drives up high water bills in no time...We've all probably had to call the water utility company in our lifetime to dispute a high bill.
In NC, you get charged water and sewer from your water meter usage. So running water isn't sewer usuage.. but you can usually make the argument and they adjust the bill. If you are months behind, you get the violin treatment
You have to fight to have your bills lowered while repairs are made.
These things up to individuals (tenants)...hold the landlord accountable for repairs...My guess is, the poor people are months behind rent as well...
That said, pay your bills! I mean come on...seeing the lady with the large TV who is way behind in her water bill? I just have nothing but tough love.
Meanwhile Chris Hayes of MSNBC is asking tough questions " How did America get so hard hearted it's now turning water off on the poorest among us?"
Why don't we ask better questions? "Why don't you have the money?"

You're going to pay for it either way through monthly payments or taxes. At least under the current model you have some control over your liability.

You aren't entitled anything in life and just because you believe you are doesn't mean that there aren't consequences when you neglect to pay. These individuals knew they owed money, yet they did not pay it.
On top of that, they own items and have spent money on things which are clearly above their current situation in life.
