Again if the lining"can't be cut with a knife" how is that now the leading cause of the peeling? It's coming up in big patches. The only way that can happen is if the lining didn't adhere properly to the surface.
I think you want it to be sabotage when the most obvious answer is the most likely.
. And no I don't think a former Olympian on a 60 mile bike ride really set out to damage the pool.
