This isn't a source code lockdown, you should reread the OP, and then reread my comment.
Requiring a VP to approve releases is not uncommon, especially in instances where someone is buying your whole company. Like you said, and I did as well it can also be scheduled, or repeated for certain dates.
You can, with VP approval, release new code at twitter this very moment. It is not locked.

Plus I’m sure most of the code is in something like SafeSource and backed up to a SAN multiple times over the past few months. Just pull a backup from whenever you like and restore to a backup server investigate the code.
