The Shah was sick and had lost control of Iran and largely his own government by late December of 1978. His position was untenable. After the New Year , Carter.....or rather Cy Vance, Sr and Brzenzski had dispatched Gen. Huyser to go and evaluate. He determined the Shah had lost control and there had been a deep infiltration of the Air Force. It was only after Huyser gets back to DC that it is determined that the Shah could not hold on and that the US should open up talks with Khomeini. So about January 1979. But the Shah was toast way before that
Shah could have eliminated the problem about 2 years before when Iraq offered to allow "liquidation" of Khomeini. The Shah declined but then Khomeini left Iraq and went to France in the Fall of 1978, but prior to that the VP of Iraq had offered to liquidate Khomeini earlier that summer, Saddam Hussein. Plus it is believed that Khomeini had inside info from the Shah's inner circle that said the Shah was not in good health. There was concern at the time that the Communists were behind the unrest, but everyone at CIA by the summer knew it was Khomeini and the mullahs. That's when most Americans got the word to bug out
