I have lived in the northeast and New England long enough to know that any coastal community -large or small- with a bay and a boat tie had a Customs House. Very many are still in existence -and not only in cities- because they were important enough to be of stone construction. These facilities date all the way back to the founding.
The one in New Orleans was the second largest federal building in the country (second only to the US Capitol) when it was built.
