Neither side expects that that here. It’s going to be Ukrainian side wanted the same level of autonomy that the other cadet states have. They want a general amnesty for civilians that took up arms and guarantees about reprisals from Russia. And I think Putin makes that deal in exchange for capitulation.

Yes. There are several cities surrounded from what I have read and a couple that are now under Russian control.

I have seen reports that heavy armor main forces have reached Kiev now. Haven't seen report of city surrounded yet. Although it could happen very quickly now.
