answers to the President through the Secretary of Defense. The Commandant of the Marine Corps (CMC) reports directly to the Secretary of the Navy, who in turn reports to the Secretary of Defense.

Yes. They report through the Navy to the DoD in the same way that the Army, Air, and Space Force do, or that the Coasties report through DHS in peacetime.
