I imagine it's to minimize any discussion of the things that amplify the Contagion Effect, not aimed at people like us but Joe Q Public (who are a much larger population cohort). Eventually (and that may be now or in the past) Joe Q Public will expect the lack of evidence.

Yes, it's all voluntary (no federal statute) - a mix of journalists, law enforcement, victim-advocacy groups, and tech platforms following voluntary guidelines (professional ethics codes for journalists, platform rules, and campaign pressure by families - e.g. "no notoriety" campaign by parents of an Aurora theater victim. This was from a journal he wrote in cyrillic alphabet published after the fact. This wasn't available prior to the crime. He did make public statements that I don't think were pursued, though.
