Yeah, he hadn’t returned them because they his people were still in the middle of the process of determining whether they believed they had legal rights to possession of the documents, which is the appropriate process and procedure. Then if there’s a dispute, there’s procedure to resolve that.
With that said, to me it seems quite obvious that there was no intention of the folks in archives to actually follow the procedure agreed upon and known to all parties, and for obvious reasons.

This isn’t really true. The FBI was given access to MAL document storage and even gave Trump suggestions on improving security which he implemented. His right to possess the material should have NEVER been in question according to the PRA, common transition practices, and subsequent legal precedent. The National archives tried to play hard ball with Trump attorneys and essentially reported the customary back and forth negotiations on submitting and archiving classified material as “obstruction” to anti-Trump actors in the Garland DOJ. IT WAS A COMPLETE SET UP.
And as for Hillary and Biden, in each case investigators noted clear and obvious crimes. And in each case, excuses were made NOT to prosecute. Where with Trump, excuses were made TO prosecute.

Everything about that case was a violation of law. She lied about it in congressional testimony as well. I’d like to know what “compliance” this dude saw that the rest of the world didn’t.

Both Biden and Hillary took the files when neither was President. Biden was not even VP for some that he took.
Hillary destroyed some, defying supeonas.
Joe had his scattered in unsecure locations. His garage, a college library, and in two separate homes. When they realizes their exposure, they made a big deal out of his willingness to return them. Then orchestrated an excuse for not prosecuting him. Too old and dumb, but he remained in office.

The FBI search of Biden's residence was kept under wraps because the Justice Department requested it be private. Merrick Garland and Biden admin had an agenda.

"Altering, destroying, mutilating, or concealing an object" (Title 18 USC Sections 1512(b)(2)(B) and 2)
"Corruptly altering, destroy, mutilating or concealing a document, record, or other object" (Title 18 USC Section 1512(c)(1))
And no charge.

Laws that FBI director Jim Comey said 'no reasonable prosecutor' would bring such a case against. I guess there were no serious prosecutors in the Garland DOJ.

Then there is Sandy Berger who stuff his pants with docs from the Clinton admin. Not sure if any of those docs were found.
He was fined $50,000, sentenced to two years of probation, and lost his security clearance for three years.
So yeah, lefties act like this Trump thing is a big deal while ignoring actual issues on there end.

But here’s the problem with your take. Trump was the ONLY one of the three who had ANY valid argument for possessing the documents in the first place, any “compliance”/“non-compliance” should be irrelevant for Clinton and Biden(pre-Presidential possession). The fact they had them from jump was breaking the law and should have been treated as such.

Did Bill Clinton turn in the audio recordings that contained classified material? I seem to remember him refusing to hand those over. So was Clinton committing a crime? Why did a Federal judge rule that it wasn't a crime?
