I have long advocated for this type of bureaucratic red tape to reduce immigration, as an alternative to fighting it in the courts or working with a difficult legislature.
This is something the Executive Branch controls 100 percent. Just slow the process to a halt.
Don’t “ban” immigrants from specific countries: just put them at the bottom of the pile and subject them to more scrutiny and paperwork.
Use the bureaucracy as a weapon.
