This is all theatre to try to make it seem more believable when he rigs the election for Letlow.

I think a part of the financial viability of the projects relies on credits.
It's also my understanding that low carbon footprint products like blue ammonia rely on CCS in order to reduce their carbon footprint and call it blue (or green).

Im sure Regional Greenhouse Gas Initiative will be involved. Its some "organization" that implements the trading of the carbon credits power companies are forced to buy.
Then of course you will need another organization within the govt to oversee RGGI. Then another division within that organization to "spend" the money on green initiatives. I looked up some of the things New York is spending it on....they might as well come out and say they are cutting checks to their cousin or brother in law.
Remember when the Virginia legislature assumed office and immediately passed all those ridiculous measures. One of the first things they did was announce they were joining RGGI.
Course you never see the additional cost you pay, its on your power bill buried in "transfer costs".

CCS brings nothing to the financial table other than 45Q tax credits. If a business cannot run without a constant flow of largess from the government, it's already failed (see also: Solyndra, Abound Solar, Fisker Automotive, Beacon Power, Ener1, etc) and those trying to champion it as being "a vital part of our energy dominance" (or whatever similar jargon the commercials use) are either lying or woefully ignorant.
