Of course not. This is a technique employed for thousands of years. They are coming in with overwhelming force to shock and awe. When low crime rates become the norm they willl start to reduce the force and disappear altogether. At that point, robust policing can maintain the order. It probably won’t because people are stupid, but it could.

It can demonstrate that a police presence and arrests can lower the crime rate.
Then, after it is demonstrated, maybe there will be more skepticism of 'de-fund the police' initiatives. Maybe there will be more support for not releasing criminals on bail.
