A person can get a state issued ID. If they are unable because of whatever reason than they have no buisness voting.

Here in Trinidad a "3rd world country" you get a personal ID, its more valid than any other ID. Once you get it, if you are a citizen, you can vote.
The govt provides a list at every ID center where you can ensure you are eligible to vote before going to your local poll.
They EVEN require businesses in your neighborhood to post the list. You can literally go into your local rum shop for a beer and check the newest list to ensure you are eligible before you go to vote next week.
