Just so I am clear, when the President or one of his empowered representatives makes furnishing of aid contingent on certain actions being taken by another country, that's always an abuse of power and impeachable?

Well when you have 4 people with second hand information and comments like “I believe there was something wrong with the call” that equals one really good witness with concrete evidence, duh.
