Taking a page out of their communist playbook, we had to raise the fares (limit free speech) in order to eventually lower the fares (protect free speech).

Exactly. The transit authority does not fall under his purview and he knew that when he lied to everyone.
There are several other things he has promised that he knows the state, council or boroughs have a final say on, not the mayor.
He will not be able to do most of it and somehow blame it on Trump
