Norfolk, Virginia — L. Louise Lucas, a powerful Virginia state senator and vocal Trump critic who played a central role in the state's redistricting effort last year, was taken into federal custody Thursday and charged in connection with an alleged bribery and racketeering scheme, the Justice Department said.
According to a 45-page indictment filed in the Eastern District of Virginia, Lucas and six other co-defendants are charged with conspiring to distribute and possess marijuana, conspiring to launder money, laundering money and committing bribery by distributing large quantities of illegal marijuana under the auspices of her legal medical cannabis business.
A federal grand jury returned the indictment last week. Lucas, 82, surrendered to law enforcement on Thursday morning. She faces five of the eight charges included in the indictment and is set to make her initial appearance before a federal magistrate judge Thursday afternoon.

And she’s using the race card as why this has happened. Proving once agains black liberals are the weakest softest group of humans on earth. Always the victim

These people were all banking on Joe or Kamala winning so their grifts could keep going.

“This is our last chance at generational wealth…I’ve got too old to not be greedy”.
Louise Lucas, the 82-year-old Portsmouth Democrat who serves as Senate President Pro Tempore was indicted by a federal grand jury on racketeering conspiracy, marijuana distribution, money laundering, honest-services fraud through bribery, and maintaining a drug-involved premises.
These charges come from a 45-page indictment unsealed today.
??Prosecutors allege Lucas directed what they call the “Lucas Enterprise,” a family-and-associates operation based out of Portsmouth, Virginia, that acquired and distributed at least 100 kilograms of marijuana and laundered the proceeds over about five years, generating an estimated $4.5 million to nearly $5 million.
??She allegedly used her legislative power - especially as Finance Committee chair through which budget-related bills must pass - to protect the operation from scrutiny and steer legislation and licenses that would enrich herself and her family.
??In an intercepted February 9, 2026, phone call with an unindicted co-conspirator, Lucas talked about pending recreational marijuana legislation she intended on influencing and the chance of a license that they could then share the proceeds from:
??In a later call, she said that she hope legalization would retroactively cover prior actions - meaning she’s openly admitting she knowingly broke the law and is hoping that if the activity is legalized, the new law will wipe her slate clean.
On or about January 31, 2026:
?LOUISE LUCAS and UCC #2 continued discussing marijuana and marijuana licensing as a way for LOUISE LUCAS to “get generational wealth and this is my last chance.”
On or about February 9, 2026:
??LOUISE LUCAS called UCC #2 and discussed the language surrounding the recreational marijuana legislation pending in the Virginia General Assembly and the possibility of UCC #2 receiving a license and sharing the proceeds with her because “this is our last chance at generational wealth . . .. I’ve got too old to not be greedy.”
On or about March 9, 2026:
??LOUISE LUCAS telephoned another Virginia legislator and informed them that she needed to get the marijuana license because “I got to get the license and I got to get the money rolling in because I want -- I want to make generation, create some generational wealth. . . . I need to be covered under his (UPTON’s) um, hemp license.”
Details:
??In August 2022, Lucas paid $750,000 for a 100% stake in a shell company that would hold a Virginia recreational marijuana license for a co-conspirator.
??She failed to disclose the interest on required Statement of Economic Interests forms.
??She met the person at her Capitol complex office in Richmond to receive a partial repayment and talked to other officials, including legislators, about the co-conspirator’s license qualification depending on getting the bribery payment.
??Lucas and her daughter Lisa Lucas-Burke opened The Cannabis Outlet in Portsmouth in 2021.
??Her other daughter Theresa Lucas-Lamb and grandson Ryan Eichelberger allegedly purchased marijuana, supervised distribution, and managed the store for the enterprise.
??arlton Upton Jr. of Chesapeake was her business partner in VA Freedom Life, an umbrella for The CBD Shoppe and The Cannabis Outlet starting in 2019; he managed the CBD shop and worked with her on recreational licensing efforts.
??On May 6, 2026, FBI agents executed court-authorized search warrants at Lucas’s downtown Portsmouth office and the Cannabis Outlet / CBD Shoppe.
??Agents recovered marijuana and firearms at the locations.
Attorney General Todd Blanche said that Lucas "put her own financial interests ahead of the people she was elected to serve and that the case is not political payback."
FBI Director Kash Patel said she "abused her position of public trust as a 30-year senator to enrich a criminal marijuana enterprise involving family members, using her committee chairmanship to insulate it and influence legislation for personal benefit."
“No one is above the law,” Patel said.
Co-defendants include her daughters Lisa Lucas-Burke and Theresa Lucas-Lamb, grandson Ryan Eichelberger, former business partner Carlton Upton Jr., Prince Albert William Hudson III, and Tameka Johnson.

It is.
People here locally know just how much of a scumbag she is and that her family is basically one big political crime syndicate.
She personally owns six properties and multiple businesses. She is a millionaire and begged her constituents which are compromised of the poorest people in the entire state for money to fight her legal battle.
She was golden with a protection of the Democrat leaders in Richmond until she dared to challenge Spanberger. Lucas thought she was bigger than she really was and tried to step against the Democrat establishment. That was a huge mistake. She lost all of her protection.
