I don't believe Putin is trying to revive the U.S.S.R. as we knew it. I think he sees himself more in tune with the old Russian Empire, but knows he will have to incorporate some Soviet style into it. He would fancy himself as a Tsar before being a General Secretary.

This isn't new. It's a memorial to the Soviet troops that fought in WWII. That's who Russia WAS at the time.
And notice that the carry the current Russian flag higher.

They rewrote their internal borders to play the ethnic groups against each other, and by the 80s they were working to reshape the demographics of the Russian SSR through internal migration, bringing in people from Central Asia.
That migration of Central Asians has continued under Putin.
The USSR also had horrific abortion rates.
Edit - I assume their domestic policies damaged the birth rate, in the same way ours have. Importing people from the republics was about getting workers.
