Because that is illegal. And you should want it to be illegal.
You can prevent a vender from bidding only under very specific circumstances (they haven't done whatever is legally required, ie up to date on paperwork with the state, etc) or egregious circumstances like previous failure to perform work.
You certainly cannot eliminate them for unsubstantiated claims.

They may be trying to do something nefarious but no proof has been shown. This board actually Gateway Pundited itself on this one and that's hard to do.
