The motivation for the politicians is obvious. They continue to receive campaign donations and kickbacks through these programs and phony businesses.
For the street-level supporters who are not part of a NGO -- I have no idea what the payoff is. They get to continue to cheer this shite on and watch BLM, Somalis and other people get paid off while they wait for a payday that never comes.
