The officer thanks him for being a complainant before walking over and putting the handcuffs on him. This after he tried to run, rammed a police car, hit other cars in the parking lot, and refused to get out of the car for over 45 minutes. He then gets out of the car and takes time to adjust his clothes before coming over. What a freaking joke.
One more reason to avoid Seattle, unless you're a criminal. It seems like a great place to go if you want to break the law.

And gave him a cigarette after getting him in cuffs. Sure, you just destroyed a few of our cars, enjoy! At that point he should have asked for a beer and a steak before they took him to jail.

Seattle and Vancouver are essentially the same city, only 150 miles apart. They once filmed a TV series, "The Killing" which was about two Seattle cops but was filmed mostly in Vancouver. Both dreary places run by lefties.
