Yeah, I was aware of that bit regarding the $1.6B, but I'm wondering if there's some purely discretionary money within DoD or DHS that would allow him to spend as he wishes. As of now I'm not aware of any such amount.

People keep saying this but they don't indicate where the money is coming from. In the federal budget process there are very few committed but unrestricted pots of money. It would be masterful if this happens, but no one can say where that unrestricted pot of money resides.

Some are indicating that the wall funding will go through the Army Corps of Engineers. I don’t know. I’m just repeating what I’ve already read online.

It's a national security issue and the army engineers have been testing prototypes since last summer. We just have to wait for this to go through the courts after the left gets a Hawaiian federal judge to block it.
There's a plan here. You have to give it time to see what Trump has up his sleeve. You figure more would know this over the past 3 years.

If there was funding for the wall in that bill, trump wouldve spiked the football after signing it rather than patheticly rambling on about signing it when he didnt want to.

There is an argument to be made that building a wall to keep out Hispanics is planning parenthood. I think that money should go to the wall.
