What would Obama do? When he couldn't achieve his objectives in one way, he would find an alternative route. Naming a pentagon chief who is pro-wall and would divert pentagon funds to building one in the name of national defense is the way to go now since the Omnibus has language specifically banning Trump from using that money to build a wall.

After that shitshow on Friday he needs to be direct about this - can he and will he use omnibus funds to get this wall built, or will he need to go back to Congress and get a specific appropriation?

He is specifically barred from using Omnibus funds to build a wall.
The amounts designated in subsection (a)(2) through (a)(4) shall only be available for operationally effective designs deployed as of the date of the Consolidated Appropriations Act, 2017, (Public Law 115–31), such as currently deployed steel bollard designs, that prioritize agent safety.
In other words, maintenance of pre-existing fences only.
