Shreveport proper has negative growth. So, they annex some more acreage to retain population. But that means they have to service more outlying neighborhoods with city fire, water, police, etc. This has been going on for 30 years.

The communist newspaper here has long advocated for 'Metro Govt', Ie, annex Bossier. But they cannot because Bossier is a different parish and Shreveport/Caddo has zero power to do that.

I have no idea what's going on in Monroe.

Yeah, it was all fake news. The Shale made some people very rich in outlying areas. Shreveport had no claim to it so the Shreveport Times ran an editorial titled "Found Money'. It said that people who benefited from unexpected riches have a duty 'give back to the community.'

BTW, the new editor of the Shreveport Times has stopped reprinting USA today editorials bashing Trump. He's writing his own Trump bashing editorials every day. He's a moron but at least he's not doing copy and paste.
