It depends on how you define that (there has recently been similar discussions that incorrectly used the term "wiretapping" which doesn't seem to have happened), but probably not
"tapped wires" =/= "spy", regardless.
There was legally-authorized surveillance of these people, is the most accurate way to describe it.

Wait, do we actually want low-skill, economically inefficient manufacturing to be done here? I thought one goal of having an advanced economy was so that we could focus on producing goods and services where we have a comparative advantage and other countries can do likewise.
