Of course violent felons etc should not have access to guns. They should be locked up.
By definition if someone is out walking around on the street, then they have access to deadly weapons. Form 4473 and a NICS check don't change that. If they want a gun they can get a gun. They could also make homemade explosives, use gasoline, vehicles and all sorts of things. Making this a gun debate is retarded.
