Actually, the 32T is not an annual number either. It’s also just an estimate from a study. Not an official number.
That said, she is misinterpreting the report that cites the 21T. That’s just summing transactions which double and triple counts. The actual spending from 1998 to 2015 was only about 9T.

She doesn't even realize that even if what she said is true it only proves why government should stay out of the healthcare business.
How come she doesn't bring up the wasted money it took to implement Obamacare that only made the costs worse?
How come she doesn't list the huge amount of dollars spent and wasted on "renewable green energy"?
All anyone has to look at is the failed VA and see it would get much worse on a national scale of 300 Million + people.

It’s also been debunked, the money’s not “missing”. It’s an accounting discrepancy where this one particular system doesn’t track all of their assets. But those assets are still registered in other accounting systems. That discrepancy is clearly a problem in it’s own right, but reporting it as missing funds is just flat out wrong.

That there were unsupported accounting entries is indisputable. That such a huge amount is "missing" is highly doubtful.
Not saying this is the case, but it could be transactions such as this. Say Army unit A provided materials for Army unit B. The related expenses were originally booked against unit A, but should transferred to B. Chances are unit A was far more eager to get the expenses off its books than unit B was to absorb them.
At the end of an accounting period at some higher level another accountant notices that the "due to A" and "due from B" inter-unit accounts are out of balance. That accountant makes an adjustment to eliminate the difference.
(At one point in my career in the corporate accounting world I was responsible for eliminating inter-company differences on a world wide basis. It could get hairy. Because of deadlines, top level adjustments had to be made.)
No invoice to support the entry, but no defalcation either.
In an organization the size of the Pentagon there is bound to be waste, theft and misuse of public assets. But common sense tells us not to the extent of $21 trillion.
But it could be significant and having an actual Pentagon audit couldn't hurt.
As Ev Dirksen used to say, "A billion here, a billion there, pretty soon it adds up to real money."
