There’s a video on YouTube of some guys with a gun channel doing just that at a gun buyback. Can’t remember where it was but they were standing on the sidewalk and in the parking lot with a long line of cars, and they were offering to pay more in cash than the city was giving. Many turned them down but they bought a few. Police eventually ran them off.

Not from what I've seen. If they do any checks, it's well after the fact.
Another point to this: anyone who is going to use their firearms to hunt and kill other people isn't going to sell their gun(s) at least until after they've committed their crime (which makes events like these great ways to get rid of evidence because I doubt they are doing ballistics tests on each one).
