Rand Paul is opposed because this bill keeps most of the Obamacare taxes and then block grants them back to the states. That's it. Paul opposes the taxes.
49% get health insurance via their employer, 35% get Medicare/Medicaid, 9% are uninsured and 7% get insurance via the individual market(Obamacare exchanges, etc.)
The Graham/Cassidy bill allows the states to create their own "individual market" for those who don't get employer based health insurance or Medicare/Medicaid. It keeps the Obamacare taxes and block grants it back to the states so they can cover the "uncoverable". The sick/elderly/those with pre-existing conditions, etc.
Some states will choose to keep Obamacare. Some might even try single payer. But most red states, IMO, will go for a free market solution that will end Obamacare in their state. I think this law is an "easy" fix. We are a divided country. Let the states decide how to cover their people.

They need to let it fail completely, if Republicans do anything to this already failed legislation they will be branded with complete ownership of it by the media/democrat complex.

Paul wants a complete repeal(so do I). But after the fiasco this summer with the GOP bill I will take what I can get.

Democrats will blame Trump for "sabotaging" it. Our resident lunatics have already started this drumbeat.
"Obamacare was gonna work super awesome until Trump sabotaged it!"
It won't matter to them that it began unraveling badly well before Trump came along.

In congress it has little to do with emotion and more to do with money. Big companies that employ low skilled labor want the government to subsidize their employees health coverage. That's why Tom Donahue and the US Chamber of Commerce lobby the GOP so hard to keep Obamacare.

It doesn't really get government out of the healthcare business. It simply shifts management duties from the federal government to the state government. It's a slightly better approach versus what we have now because at least it follows the principle of federalism a little bit.
If that is all it did it would be a solid improvement by devolving power to the states.
But it is much, much more than that. It caps medicaid funding. Medicaid is one of the big three entitlement programs along with Medicare and Social Security. These programs are entitlements because they have to pay whatever costs are associated with them. That has been a formula for fiscal disaster. This will, slowly over time, change that.
Now medicaid is smaller than Social Security and Medicaid, but it's still a big deal (around 10% of all federal expenditures). So slowing its increase is a huge improvement.
So yeah, this would be a huge win for fiscal conservatives.

Where it belongs, BUT, the Fed is still taking funds to distribute for it, which is constitutionally bullshite...
