A Louisiana House committee on Thursday cleared a controversial bill to merge the civil and criminal clerks of Orleans Parish, voting to abolish the latter over a wave of opposition from supporters of Calvin Duncan, the criminal clerk-elect and former 28-year state prisoner.
The 8-5 vote was the first in the House for a grip of bills by Sen. Jay Morris, R-West Monroe, that target the justice system in Orleans Parish and its leaders for substantial changes.
Following scathing cross-examination from critics of Senate Bill 256, Morris received enough favorable votes from the House Judiciary Committee to pass his bill to consolidate the clerk’s offices without amendments.
Under Morris’ plan, the merged office would fall under Chelsea Napoleon, the current civil court clerk.
Duncan, who beat out incumbent Darren Lombard in a resounding win last November, told the committee that he was being singled out for removal by Attorney General Liz Murrill and Gov. Jeff Landry. Duncan said that Murrill has long proven an obstacle, citing the attorney general’s opposition to his bid for compensation from the state for his years in prison.

Good. No reason to have more than one clerk of court. They don’t need to be different than any other parish.

He was NOT exonerated. His conviction was thrown out on a technicality but he later played guilty to a lesser offense.
He is a murderer!

In a letter to Duncan, Murrill goes on to claim: "The circumstances in which your conviction was vacated have caused me grave concern about abuse and manipulation of the justice system."
Murrill goes on to say that Jason Williams was handing out "exonerations" like candy.

While I agree that all other clerk's offices in LA handle both civil and criminal cases the Civil Clerk's Office of Orleans Parish is horribly run, inefficient and full of absolutely idiots. I cannot speak of the Criminal Clerk of Court office but I can't imagine its any different.
This is a horrible idea. Orleans Parish handles WAY more cases than any other parish.
Jefferson Parish is well run- as you would expect.
St. Tammany is so freaking slow with updating their online docket. They are sometimes WEEKS behind getting stuff uploaded. Insane.
This is going to be a mess for everyone who works in the legal field in the greater New Orleans area.
This is a horrible idea. Orleans Parish handles WAY more cases than any other parish.
