The Emoluments Clause, specifically the Foreign Emoluments Clause, is a provision in Article I, Section 9, Clause 8 of the U.S. Constitution. It prohibits individuals holding "any Office of Profit or Trust under them" (the United States) from accepting any "present, emolument, office, or title" from any foreign king, prince, or state, without the consent of Congress. Essentially, it prevents foreign powers from potentially influencing U.S. officials through gifts, benefits, or other forms of compensation.
It's a bribe. Also, the only reason he lifted sanctions against Syria was because they promised him a hotel.
