There is a 3-factor test to authorize a stay:
1. Likelihood of success
2. Irreparable harm
3. Balance of hardships
Notice how the court covers all 3? It's just an assessment of meeting the legal standard for a stay.
You're reading too much into it, although I imagine the government will win.

This has nothing to do with it.
She is a proven dumbarse regardless of skin color, state of her birth and alleged education.
She was not familiar with specific articles of the constitution and passed on defining what a woman is. Race has nothing to do with her stupidity.
