This has been happening for a long, long time.
I once worked with someone who had a house in Louisiana and a house in DC. He would spend about 1 week a month in DC working.
He had voter registration in both places. If one place had an election and he wasn't going to be there, he would vote absentee.
He voted twice for president.
His theory was, if I pay property taxes in both places, I should be able to vote in both places.
I have no idea if it was ever caught, I guess not.
