Michelle and Hillary both refused to do so in their last state visits. I don't like either of them, but I have to give them credit for that.
In fact here was Trump's response in Michelle refusing to put on the hijab:
So let's see if Trump lives up to his word and has the First Lady Ivanka show up in a hijab as well as his wife Melania. I'd say the chances are zero, and regardless he'll be a hypocrite over the visit.
