So this implies that Ukraine has the capability to make incursions into Crimea - I didn't think the war was going that well for them for this to be a possibility.

Probably means they'll do what the United States did to Iraq and go scorched Earth. The war would be over in a week if they did that. Russia is actually trying to prevent civilian deaths and infrastructure damage if possible right now.
